The concept of electrical propulsion has been around for years, but they have trouble working reliably. That's why commercial satellites still use electrothermal hydrazine thrusters (IMPEHT).I'm not saying they can't use electrical propulsion. It's just not a mature technology that currently only provides marginal propellant savings (on the order of like 10%).The article doesn't say much about how far away or what orbital slot the Japanese intend to position this space structure into. If they intend to beam power down 24/7, they'll need to be in a stable geosynchronous orbit. For commercial satellites, that's about 36,000 km away. Realistically, I don't think its possible to send up a single satellite with several square kilometres worth of stowed solar arrays to that altitude and still make it financially feasible. Ideally, you'd want it to stay up there long enough for a replacement to be build and well on its way plus a bit more to recoup your costs. So I would think 10 years minimum. The mass and the amount of propellant you'd need for station keeping are just too great for that. Just my opinion. Cheers.

Having read a little about this I really question just how useful and how big a deal this really is. About a year ago I attended the proceedings of a murder trial (the wife of an acquaintance was murdered during a home invasion/robbery) in which the defendant claimed to be using his computer at the time of the murder. I was really interested in listening to testimony regarding the examination of the defendants computer. The police investigator described everything from the process of searching the defendants house, to locating & seizing the computer, and then performing the forensic analysis of the computer. He described how he physically removed the hard drive, used a hardware tool to make a duplicate copy of all the contents without altering the hard drive in any way, and then using a program to scan the drive for various bits of information. I don't recall the name of the program he used but it most certainly wasn't called COFEE and it also definitely wasn't a Microsoft product. What I do recall is that the program he used was something widely used in the law enforcement community for forensic computer analysis, something that's been vetted in numerous court proceedings over the years, and the procedures he followed weren't something an "average bobbie" would have done. He was an investigator specially trained in computer forensics. When the District Attorney first started questioning him he spent a good ten minutes or so simply going over the investigators credentials & training, experience with the software he used in performing the analysis, etc. From what I learned at the trial, police departments (at least here in the US) have specific investigators who are trained in dealing with computer analysis, have very specific set procedures, use specific tools, and use the same methods over and over because they've been fully vetted in previous trials so they don't have to spend hours on the stand testifying as to the accuracy & reliability of new/different tools & procedures. Although they didn't cover it in detail I believe it was mentioned that the software that was used could analyze Windows, Mac, linux, etc. After all it's just a matter of the app knowing how to mount various partition types in read-only mode and then scan the data for specific data structures..
To be fair, most other countries don't have gifts to regift in the first place.!
